Most suppliers will begin by searching Google (other search engines are available!). They get immediate results but may have to sift through pages and pages of web data before finding what they're looking for. Including keywords like what they provide, and their products may help, but there is still a lot of reading to be done.
They may have to spend a significant amount of time and download to read through numerous contract or tender documents to determine whether the tender is what they want to bid on. There are ways to expedite this.
They can use tender portals to monitor and track Public Sector tenders and Prior Information Notices (pre-notification of intent to tender) when they are published. These portals are excellent for expediting the process by searching all published contracts and alerting suppliers to available and suitable opportunities while doing the searching and selecting for them.

Once an opportunity lands in your email, you can then bid and increase your chances of winning. Knowing about the tender in the first place is half the battle! If tendering for Public Sector contracts is new to you, it can feel daunting and even overwhelming.
